Mir Raza Case: 9 Samples Sent to Karachi University Destroyed, Reports of 4 Received by Police

KARACHI: A new report in the mysterious death case of young Karachi businessman Mir Raza has revealed that traces of gunshot residue (GSR) were also found on both of his hands.

Earlier, traces of gunshot residue had been found on Mir Raza’s back and chest.

The Chemical Examination Laboratory of the University of Karachi has completed its analysis of samples collected during the exhumation of Mir Raza Ali and submitted the report to police.

According to investigative sources, samples taken from both of Mir Raza’s hands showed traces of gunshot residue.

Sources said the presence of gunshot residue on both hands could indicate the possibility that Mir Raza may have fired a firearm himself in self-defence. However, sources said the finding alone cannot establish that the incident was a suicide.

Investigative sources said that only four results out of the 13 samples obtained for chemical analysis have been received. The remaining nine samples could not be examined because they had been discarded.

The issue of the samples had emerged after a new investigation team was formed in the Mir Raza case. It was revealed that a total of 17 forensic samples collected during the exhumation had not been delivered to the relevant forums for several days.

Mir Raza’s lawyer and family had also expressed concerns that the samples could be lost because of delays in sending them to the relevant laboratories.

Lawyer Jibran Nasir, speaking to the media, had said that reports that DNA and other important samples had not reached the laboratory were extremely concerning, adding that the relevant investigating officers would have to explain the delay.

Police Surgeon Dr Samia Syed had clarified in this regard that all the samples had been handed over to the investigating officer and that it was the officer’s responsibility to ensure their timely delivery to the laboratory.

Following NADRA’s letter, the FIA Director General issued strict instructions to all FIA zones, directing FIA circles and offices to send requests to NADRA for obtaining information through the Data Sharing Module portal.

FIA Zones Directed to Follow Data-Sharing Protocol

The FIA Director General, in the order, directed all FIA zones to use the prescribed mechanism for requesting information from NADRA.

Under the instructions, FIA circles and offices will submit requests through the Data Sharing Module portal to obtain the required information from NADRA.

The directive was issued following NADRA’s complaint regarding the use of manual correspondence in connection with requests related to Australian police.

Direct Contact with Departments Barred

The FIA Director General also directed all FIA zones not to contact departments directly for obtaining information.

The order further instructed the FIA to approach NADRA for information through the Anti-Money Laundering Circle.

Court Questions Slow Probe into Young Businessman Mir Raza’s Murder

KARACHI: The newly appointed investigating officer in the murder case of young businessman Mir Raza, Siraj Lashari, appeared before the court, which expressed concern over the slow pace of the investigation.

The complainant, Mir Hussain, also appeared in court accompanied by his lawyer, Jibran Nasir. Investigating Officer Siraj Lashari informed the court that the statement of Muhammad Ahmed had been recorded as a witness.

Muhammad Ahmed, Mir Raza’s business partner, told the court that he had appeared whenever police summoned him. He complained that he was sometimes kept waiting for as long as six hours and said he had appeared before police on August 13 after being summoned.

Addressing Ahmed, the court said he must appear whenever called by police and directed him not to change his residence or leave the city without informing authorities, as he was currently on interim bail.

The complainant’s lawyer argued that Ahmed’s statement had been recorded as that of a witness, but if his bail application was either rejected or accepted, he could potentially be treated as an accused.

Expressing concern over the slow progress of the investigation, the court said the victim’s father, family and people in the city were concerned and directed investigators to determine the facts surrounding the murder and bring them before the court.

Lashari told the court that he had taken charge of the investigation on August 13. He said investigators were questioning around 35 people who had been in contact with Mir Raza.

He added that, based on call records, individuals who had been in contact with Mir Raza on the day of the incident had been specifically summoned for questioning.

The investigating officer said Muhammad Ahmed and Mir Raza had communicated with each other, but no suspect had so far been identified or declared an accused in the case.

The court extended Ahmed’s interim bail until August 24 and directed him to cooperate with the investigation.

Lashari requested additional time, saying the investigation was still incomplete. The court granted investigators until August 24 to complete the probe and ordered them to submit a report at the next hearing.

Five Years of Taliban Rule: Afghanistan Faces Deepening Crisis

Five years have passed since the withdrawal of US forces from Afghanistan and the Taliban’s return to power, with the country continuing to face a severe humanitarian crisis and growing restrictions on women and girls, according to US media reports and United Nations officials.

Reports say the situation of human rights in Afghanistan has deteriorated significantly, with the Taliban continuing to impose restrictions on the rights and freedoms of women and girls.

According to UNESCO, around 2.4 million Afghan girls are currently out of school. Women and girls have increasingly been deprived of their ability to participate independently in education, employment and public life.

The humanitarian situation remains equally concerning. Reports indicate that approximately one in every 10 Afghan children suffers from severe malnutrition, highlighting the scale of the country’s food and humanitarian crisis.

Meanwhile, the United Nations has urged the international community to maintain funding for programmes supporting women in Afghanistan.

Speaking to journalists, Susan Ferguson, the UN’s special representative for women in Afghanistan, warned that funding shortages could force half of the 74 women’s organisations operating in the country to suspend their activities.

Ferguson said only around 25 per cent of the $1.7 billion humanitarian appeal for Afghanistan had been funded, leaving major gaps in assistance programmes.

She said three-quarters of women’s organisations in Afghanistan had faced funding cuts over the past year, while the country was experiencing an acute crisis concerning women’s rights.

Ferguson called on governments and international donors to continue financing programmes for Afghan women, stressing that sustained support was essential amid the worsening humanitarian and rights situation.

She also said the Taliban had issued more than 100 orders restricting women’s rights, including measures preventing Afghan girls and women from attending secondary schools and universities.

Five years after the Taliban takeover, international organisations continue to warn that restrictions on women’s education, employment and participation in public life, combined with severe humanitarian needs and funding shortages, are placing millions of Afghans at increasing risk.

KP Government Rejects Rs6.4bn Proposed Cut in Federal Financial Transfer

PESHAWAR: The Khyber Pakhtunkhwa government has refused to accept a proposed deduction of Rs6.4 billion from the province’s federal financial transfer, saying the amount cannot be deducted without its consent or a clear constitutional and legal basis.

Chief Minister Sohail Afridi said the federal government had sought additional funds from Khyber Pakhtunkhwa before the provincial budget. According to him, if the Federal Board of Revenue (FBR) achieved its target of Rs15.26 trillion, the province’s share would amount to Rs175 billion.

He said the provincial government had linked the provision of additional funds to a meeting with PTI founder Imran Khan and his approval. Another condition was that the merged districts be given their due share under the 11th National Finance Commission (NFC).

Afridi said the federal government had accepted the demand concerning the merged districts and incorporated it into the NFC proceedings. He added that a summary and ordinance under the 7th NFC had been planned if the province did not receive its share within six months.

According to the chief minister, the provincial government did not sign a memorandum of understanding regarding the additional funds because a meeting with Imran Khan was not arranged. Consequently, the additional federal grant was not included in Khyber Pakhtunkhwa’s provincial budget for fiscal year 2026-27.

Afridi said the Ministry of Finance proposed on August 5 that Rs6.4 billion owed to Khyber Pakhtunkhwa be deducted directly. The provincial government neither approved nor agreed to the proposed deduction and formally conveyed its objection in a letter dated August 13.

The chief minister described the issue as more than a political dispute, calling it a matter concerning the province’s constitutional and financial rights. He maintained that Article 164 of the Constitution did not empower the federal government to unilaterally deduct amounts payable to a province, arguing that any such deduction required a clear constitutional or legal basis and the provincial government’s consent.

He said Finance Adviser Muzammil Aslam had immediately met relevant officials of the Accountant General Khyber Pakhtunkhwa and issued written instructions against any deduction without the province’s consent. The Accountant General of Pakistan Revenue was also instructed not to record or implement any transaction without the explicit approval of the provincial government.

Afridi further said the Khyber Pakhtunkhwa government had already filed a petition before the federal constitutional court seeking enforcement of its constitutional rights under the NFC.

He said the provincial government would not compromise on its rights under the NFC and would pursue every available legal and constitutional avenue to protect its financial share.

“Khyber Pakhtunkhwa will defend every single rupee of its financial share,” the chief minister said.

Funding Shortfall Delays Pakistan’s National Flood Protection Plan

ISLAMABAD: Pakistan’s National Flood Protection Plan has been delayed due to the federal government’s failure to secure timely funding from local and international institutions, according to official documents. The funding shortfall has prevented authorities from meeting targets aimed at protecting millions of acres of agricultural land, homes and critical infrastructure from flooding.

The documents show that the country has yet to receive the required financial support from international development partners, including the Asian Development Bank (ADB), the World Bank and the Japan International Cooperation Agency (JICA), for the Fourth National Flood Protection Plan.

The plan was upgraded following the devastating floods of 2022. The Central Development Working Party (CDWP) approved its updating in September 2022.

On the prime minister’s directives, the revised plan also incorporates risks posed by flash floods and hill torrents. It aims to protect 15.761 million people, 8.05 million acres of agricultural land and 2.2 million homes from potential flood damage.

The plan also includes measures to protect 331 kilometres of paved roads, 64 villages, 223 tube wells and agricultural infrastructure. Around 3,825 farming families are expected to benefit directly from the proposed interventions.

Under the financing framework, the federal government is expected to provide 20 per cent of the project cost, while provincial governments would contribute 10 per cent. The remaining 80 per cent is to be financed through donor funding.

The required foreign financing has been estimated at Rs155.7 billion. However, continued financial constraints have prompted recommendations to reduce the overall cost of the plan and focus on projects considered a priority.

The Economic Affairs Division has been directed to take immediate steps to secure the required financing and move the plan forward.

The funding challenge comes against the backdrop of Pakistan’s long-term efforts to strengthen flood protection. The country’s first National Flood Protection Plan, launched in 2010, had an estimated total cost of Rs332.24 billion.

Officials are now expected to reassess the scope and financing priorities of the latest plan as the government seeks to address delays caused by the lack of donor support.
