IMF Not Allowing Pakistan to Offer Cheaper Electricity, Says Energy Minister

Islamabad: Federal Minister for Energy Owais Leghari has said that the International Monetary Fund (IMF) is not allowing Pakistan to provide cheaper electricity during specific hours, adding that negotiations on the proposal have been underway for the past several months.

The minister made the remarks while responding to questions from experts at the Battery Storage Flexibility 2026 Conference held in Islamabad.

Owais Leghari said the proposed facility could significantly increase electricity consumption in the country. He noted that an Australian company had achieved a substantial increase in electricity sales by implementing a similar model, adding that efforts would continue to convince the IMF to approve the proposal.

The federal minister said Pakistan is undergoing major energy sector reforms and that all relevant facts would be presented to the IMF to secure its agreement. He also announced that Pakistan’s first comprehensive energy plan will be unveiled in April next year.

He said that in the future, consumers will be able to store their solar energy for use at night. He added that the availability of solar power during the daytime had helped improve the electricity situation.

The energy minister further stated that clean energy now accounts for 55 percent of Pakistan’s electricity generation, while the government aims to increase that share to 90 percent by 2035.

He said the 90 percent clean energy target cannot be achieved through solar and wind power alone, emphasizing that battery storage is essential. According to the minister, battery energy storage will play a key role in turning electricity into a national asset and maintaining balance in the national grid.

Owais Leghari also said the government is giving special attention to the development of a local battery energy storage industry. He stated that Pakistan will promote domestic manufacturing instead of relying on imported batteries, while encouraging local engineering, system integration, and battery management software development.

New Toshakhana Rules Require Public Officials to Declare Gifts Within 30 Days

Islamabad: The federal government has finally finalized the Toshakhana rules and regulations, with the final approval to be granted by the federal cabinet. Under the proposed rules, every gift received by a public office holder must be deposited in the Toshakhana within 30 days, while violations could result in fines of up to five times the market value of the gift.

According to sources in the Cabinet Division, the new rules include a detailed procedure for depositing gifts in the Toshakhana and their subsequent auction. Every public office holder will be required to submit any gift received to the Toshakhana within the prescribed 30-day period.

Sources said that failure to deposit a gift within the stipulated time will attract strict penalties. A violator may be fined up to five times the market value of the gift.

If a government employee violates the rules, departmental proceedings will also be initiated in addition to the financial penalty.

Under the proposed regulations, all gifts held in the Toshakhana will be sold through an open auction. Individuals receiving salaries from the government will not be eligible to acquire gifts from the Toshakhana. The proceeds generated from the auction of gifts will be spent on primary education for girls in underdeveloped areas.

The law will apply to all public office holders as well as private members of official government delegations. Every office holder receiving a government salary, benefits, or other privileges will be bound by the Toshakhana Act.

The rules have been drafted in light of the Toshakhana Management and Regulation Act, 2024. According to the information, it took the government more than two years after the Act’s approval to prepare the rules. Following final approval by the federal cabinet, an official gazette notification will be issued.

Two Die as Glacier Bursts and Cloudbursts Trigger Flooding Across Chitral

Chitral: Two people have died after glacier bursts and cloudbursts triggered floods at more than a dozen locations across Chitral, disrupting daily life and bringing business activities to a standstill.

According to reports, the Chitral-Peshawar Main Road and the Chitral-Shandur Road have been closed to all kinds of traffic after floodwaters washed away sections of the roads and damaged bridges.

Rescue officials recovered one body from the Chitral River, while the identification process is underway. The search for the body of another victim is continuing.

Telephone and internet services in the area were partially restored after remaining disrupted for 24 hours.

A cloudburst at Broz village on the Chitral-Peshawar Road triggered massive flash floods in Gumbas Gol and Broz Gol. The floodwaters swept away bridges, cutting off Chitral’s road link with the rest of the country. The flooding also damaged the fiber optic line at these locations.

In Karimabad Valley of Lower Chitral, floodwaters washed away nearly a dozen bridges, severing links between communities living on opposite sides of the stream.

A high-level flood was also reported in Preet Gol. However, because the stream is located at a lower depth, floodwaters did not enter the village. The flood surge blocked the flow of the Chitral River for several hours.

Meanwhile, the Chitral-Mastuj-Shandur Road was also washed away at the Koragh area, leaving travelers facing severe difficulties.

MINGORA: Inspector General of Police (IGP) Khyber Pakhtunkhwa Zulfiqar Hameed on Monday said the suicide bomber involved in the Swat attack had been identified, adding that a Joint Investigation Team (JIT) would be formed to investigate the incident.

Speaking to the media, the IGP said police would provide a compensation package to the families of the martyred personnel. He noted that there had been prior concerns about a possible terrorist attack and said police officers had intercepted the suicide bomber before the explosion occurred.

He said the police were now equipped with modern weapons and pledged further improvements in the force’s operational capabilities. The IGP added that terrorists constantly change locations, making operations more challenging.

FBR Faces Bribery Allegations as Senate Panel Scrutinizes Customs’ Handling of Cigarette Seizure

Pakistan’s Senate Standing Committee on Interior on Monday raised serious questions over the Customs Department’s handling of a cigarette seizure case and the performance of the Federal Board of Revenue (FBR), while allegations of bribery against the tax authority also came under discussion.

The committee, chaired by Senator Saifullah Abro, reviewed the cigarette seizure case, the Customs operation and the role of the FBR during its meeting.

Committee members also expressed concern over the absence of the Federal Secretary for Interior. Responding to the criticism, the Joint Secretary of the Interior Ministry informed the committee that a new secretary had recently been appointed and would attend future meetings after assuming charge.

During the proceedings, Chairman Abro referred to a recent statement by Interior Minister Mohsin Naqvi, saying that if the minister himself had stated that “everything has been destroyed,” there was little left to be said.

Briefing the committee, Customs officials said the seized trucks remained in their custody and that Customs had alerted the Motorway Police after suspecting the cigarettes were smuggled.

However, Senator Talha Mahmood disputed the claim, arguing that the matter fell under sales tax rather than Customs jurisdiction. He also questioned allegations that the cigarettes had been smuggled from Afghanistan, noting that the border remained closed.

Customs officials further informed the committee that no individual had been nominated in the case. Chairman Abro questioned why the names of relatives of Senator Faisal Saleem had appeared in media reports despite the absence of evidence against any individual.

The committee directed the Federal Investigation Agency (FIA) to immediately investigate how the news report linking the senator emerged. It also instructed investigators to record statements from officials of the FBR, Customs and the Motorway Police.

Chairman Abro sought a report by the end of the day, directing the FIA to determine the ownership of the seized cigarettes and the circumstances surrounding the media coverage.

Senator Dilawar also objected to the case, stating that if the recovered cigarettes were not smuggled, authorities should explain why his name had been associated with the matter.

Islamabad Court Sends Senator Mushtaq Ahmad to Police Custody for Three Days

An Anti Terrorism Court (ATC) in Islamabad on Monday handed Senator Mushtaq Ahmad and co accused Daniyal over to police on a three day physical remand in connection with a case registered following a protest related to Azad Jammu and Kashmir.

The suspects were produced before ATC Duty Judge Rakhshanda Shaheen by Islamabad Police. During the hearing, the prosecution argued that the physical remand was necessary to recover a vehicle and weapons allegedly linked to the case.

The prosecution sought a 30 day physical remand of the accused. However, the court partially accepted the request and granted police a three day physical remand of Senator Mushtaq Ahmad and the other accused.

The case was registered at Shalimar Police Station in Islamabad after a protest held in connection with Azad Jammu and Kashmir.

Meanwhile, the Tehreek Tahaffuz Aain Pakistan (Movement for the Protection of the Constitution of Pakistan) strongly condemned the registration of the case against its spokesperson Akhunzada Hussain Ahmad Yousafzai, Senator Mushtaq Ahmad and other participants, describing it as an attack on constitutional and democratic rights.

In a statement, the movement said the case was registered after a peaceful protest held in Islamabad’s F 10 sector to express solidarity with the people of Kashmir. It maintained that raising one’s voice in support of Kashmiris was not a crime but a moral, humanitarian and democratic responsibility.

The statement further said that filing criminal cases against peaceful protesters violated the fundamental rights guaranteed under the Constitution of Pakistan, particularly the rights to freedom of expression and peaceful assembly. It added that any attempt to silence dissenting voices through legal cases, pressure or intimidation was unacceptable.

The movement demanded the immediate withdrawal of the case against Akhunzada Hussain Ahmad Yousafzai, Senator Mushtaq Ahmad and the other participants, and urged the authorities to refrain from interfering with citizens’ constitutional and democratic rights in the future.

It also vowed to continue expressing solidarity with the people of Kashmir, stating that its struggle for the protection of the Constitution, the rule of law and democratic rights would not be deterred by legal action or pressure.

Pakistan Issues New 2026 Guidelines for Registration and Accreditation of Foreign Media

Pakistan Issues New 2026 Guidelines for Registration and Accreditation of Foreign Media

ISLAMABAD: The Government of Pakistan has issued the Foreign Media Facilitation Guidelines 2026, introducing a new regulatory framework for the registration, accreditation and movement of foreign media organizations, journalists and their local associates working in the country.

The five page guidelines, issued by the Ministry of Information and Broadcasting’s External Publicity Wing (EP Wing), make registration with the EP Wing mandatory for all journalists, freelancers, contributors, stringers, fixers, sponsors, media professionals, media owners and other individuals associated with foreign or international media operating in Pakistan.

According to the document, the guidelines apply to all foreign print, electronic, digital and social media platforms, as well as web based news outlets.

The guidelines state that all Pakistan based journalists contributing to foreign media must register through the EP Wing’s online portal. Pakistani journalists residing abroad who seek registration are required to submit their applications through the EP Wing portal and simultaneously route them through the nearest Pakistani embassy, high commission, consulate or mission.

The document also makes registration compulsory for companies, production houses and other entities facilitating foreign media operations in Pakistan. It clarifies that registration provides professional recognition only and does not confer any official status.

Under the new framework, journalists seeking press accreditation must first complete the registration process before applying online with the required documents. Permanent accreditation will be issued on an annual basis, while visiting foreign journalists may receive temporary accreditation valid for up to three months.

The guidelines further clarify that an EP Wing accreditation card does not make the holder an official representative of the Government of Pakistan and cannot be used for visa purposes unless specifically recommended by the Ministry through diplomatic channels.

According to the document, registration cards may be issued within seven working days, while accreditation cards may take four to six weeks. The EP Wing may also request additional information or supporting documents during the application process.

The guidelines provide that registration or accreditation may be suspended or withdrawn in cases involving misuse of accreditation cards, submission of false documents, failure to notify the EP Wing of organizational changes within the prescribed period, misuse of journalist visas or no objection certificates (NOCs), or activities deemed to be against Pakistan’s ideology, sovereignty, security or public order.

The document also introduces new travel requirements for accredited foreign media personnel. Journalists already registered or accredited with the EP Wing must obtain a No Objection Certificate (NOC) before travelling outside Islamabad, Lahore and Karachi for official reporting, documentaries, films or social media content. However, NOCs for leisure visits to Abbottabad and Murree may be issued within three working days upon request.

The guidelines add that only QR code enabled PVC accreditation cards issued by the EP Wing will be recognized under the new system.
