The Government of Pakistan secured more than $16 billion in external financial assistance during the fiscal year 2025-26, with 79 percent of the amount spent on non-development purposes.
According to the Annual Report released by the Economic Affairs Division, nearly 99 percent of the total external financial assistance received by Pakistan consisted of loans, while grants remained negligible.
During the fiscal year, Pakistan received only $149.53 million in grants. Of the total external assistance obtained, $12.7 billion was allocated for project financing and budget support, while only $3.43 billion was allocated for development projects.
The Economic Affairs Division report stated that Pakistan received $5.03 billion in financial assistance from multilateral financial institutions.
In addition, Saudi Arabia provided $3 billion in the form of a time deposit, while the government raised $3.05 billion through National Prize Bonds.

According to the report, Pakistan borrowed $1.90 billion from commercial banks during the last fiscal year, while it received a total of $1.356 billion in financial assistance from bilateral partner countries.
The report further stated that the International Monetary Fund (IMF) provided a $420 million loan for budget support, while $1.7 billion was obtained from a Chinese bank for the same purpose.
It also revealed that Pakistan received a $392.82 million loan for the Chashma Nuclear Power Plant Unit-5 (Chashma-5) with China’s assistance.
