Pakistan has been ranked the world’s least secure country against online fraud, according to a newly released global report on digital fraud and cyber threats.
According to a foreign news agency, the Global Fraud Index 2025, published jointly by international identity verification company Sumsub and global statistics platform Statista, ranked Pakistan last among 112 countries in terms of resilience against digital fraud.
The report states that Pakistan has remained at the bottom of the global digital fraud resilience index for the second consecutive year.
The index was compiled by assessing four key factors: fraud rates, government measures, access to digital resources, and the overall economic situation.

According to the findings, Pakistan recorded the highest rate of digital fraud among the countries assessed. The report also identified significant weaknesses in cybercrime prevention, e-governance, and the effective enforcement of cybersecurity laws.
The report ranked Luxembourg, Denmark, Finland, and Norway as the world’s safest countries against online fraud. Pakistan was listed among the least secure countries alongside Indonesia, Nigeria, and India.
Cybersecurity experts cited in the report said that the increasing use of artificial intelligence (AI) has made online fraud methods more sophisticated and complex.
