Punjab Proposes Luxury Apartment Project for Officers

LAHORE: The Services and General Administration Department of the Punjab government has proposed a residential project worth over Rs 4.23 billion to construct luxury apartments for government officers.

The project has been included in the development budget for the current fiscal year 2026-27 and is proposed to be built on 60 kanals and one marla of government land on Burki Road in Lahore Cantt. Under the plan, 24 two-bedroom apartments will be constructed for government officers in a building comprising a basement, ground floor, and six stories. The cost of the apartment building alone is estimated at over Rs 2.05 billion.

According to project documents, the facility will feature a VIP gym, library, indoor games, seminar room, VIP executive lounge, and a café. Additionally, a separate convention hall covering approximately 40,246 square feet is proposed at a cost of Rs 547.2 million. The project also includes surface parking facilities for 164 cars and 47 motorcycles, while allocations of Rs 145.1 million for generators, over Rs 55.4 million for a solar system, over Rs 335.8 million for external works, more than Rs 152.1 million for furniture, and Rs 10 million for gym equipment have been proposed. The project is targeted for completion within 24 months.

Meanwhile, the Planning and Development (P&D) technical wing and the PDWP forum have raised serious concerns over the heavy cost of the project, questioning the necessity and expenditure on imported construction materials and high-end luxury amenities. Recommendations have been made to review the costs of elevators, HVAC systems, generators, solar systems, and other expensive utilities. Furthermore, constructing a basement exclusively for 26 parking spaces was deemed an ineffective and costly solution, with officials directing a review of surface parking options given the ample land available on site.

Supreme Court Suspends Sentences of Imaan Mazari and Hadi Ali Chattha, Grants Bail

The Supreme Court has suspended the sentences of lawyers Imaan Mazari and her husband, Hadi Ali Chattha, and ordered their release on bail until the Islamabad High Court decides their appeals.

A two-member bench headed by Justice Naeem Akhtar Afghan heard the petitions filed by Imaan Mazari and Hadi Ali Chattha on Thursday. The court approved their bail against surety bonds of Rs200,000 each.

During the hearing, counsel for the petitioners, Faisal Siddiqui, presented order sheets from various hearings before the Islamabad High Court. He told the court that the Supreme Court had directed the high court on May 12 to decide the applications seeking suspension of their sentences within two weeks.

According to the counsel, despite the May 12 order, the matter did not progress and the case was adjourned several times before the Islamabad High Court.

Siddiqui also told the court that an application seeking an early hearing of the sentence suspension petitions had been rejected by the registrar’s office of the Islamabad High Court.

In his arguments, Siddiqui referred to a previous remark by former judge Justice Asif Saeed Khosa, saying that, according to the remark, a case should only be adjourned in the event of the death of a judge or a lawyer.

Referring to the repeated adjournments before the Islamabad High Court, Siddiqui said what had happened there was a surprise to him. Justice Ishtiaq Ibrahim responded, “These days are an era of surprises.”

While granting bail, Justice Naeem Akhtar Afghan said that both petitioners were lawyers and that the court was respecting their status. He added that they should also be told to observe the decorum of the court, saying there was a difference between a lawyer and an ordinary person.

The Islamabad District and Sessions Court had sentenced Imaan Mazari and Hadi Ali Chattha to a total of 17 years in prison each on January 24, 2026, in a case concerning social media posts.

The trial court had convicted both under various provisions of the Prevention of Electronic Crimes Act (PECA), including five years under Section 9, 10 years under Section 10 and two years under Section 26-A.

Imaan Mazari and Hadi Chattha had approached the Islamabad High Court against the trial court’s decision on February 7, 2026.

The Islamabad High Court subsequently declared their applications for suspension of sentence maintainable, opening the way for regular hearings on the petitions.

On May 12, the Supreme Court directed the Islamabad High Court to decide the applications seeking suspension of sentence within two weeks. However, despite the expiry of the stipulated period on May 26, the matter remained pending. Later, applications seeking an early hearing were filed again before the Supreme Court.

Strict Austerity Measures Introduced: Markets to Close at 9 PM Across the Board

ISLAMABAD: The federal government has introduced a comprehensive package of austerity measures, including a 50 percent reduction in the fuel quota for government vehicles for a period of three months. Operational vehicles, essential services, and vehicles related to development projects have been exempted from this fuel cut.

As part of the fiscal adjustments, a 5 percent reduction has been decided for the non-ARE budget of the financial year 2026-27. Furthermore, a complete ban has been imposed on the procurement of all new vehicles, including government vehicles. Alongside IT-related purchases, the procurement of all durable goods has also been banned.

Under these new directives, foreign tours and travel activities under the federal government are suspended for three months, though exemptions will remain in place for specific sectors and unavoidable travel. For unavoidable foreign trips, ministers, advisors, and government officials are restricted to traveling in economy class only.

To promote thrift, official meetings are directed to prioritize video conferencing. Hosting government dinners—except for foreign delegations—as well as government-funded seminars, training programs, and conferences have been prohibited. Unavoidable official events must use government auditoriums and committee rooms, while wedding ceremonies are restricted to serving only a single dish.

In addition to administrative steps, commercial operating hours have been curtailed. Shops, markets, shopping malls, and bazaars will close at 9:00 PM, while wedding halls, marquees, and similar event venues will shut down at 10:00 PM. Restaurants, cafes, and food outlets are required to close by 11:00 PM, though takeaway and home delivery services are exempt. Essential sectors, including pharmacies, hospitals, clinics, medical laboratories, petrol pumps, bakeries, tandoors, milk and dairy shops, electric vehicle charging stations, gyms, and other essential areas, remain exempt from these restrictions.

Requests for exemptions from these austerity measures will be considered on a case-by-case basis. Meanwhile, provincial and regional governments may also consider adopting similar austerity measures.

A copy of the investigation report submitted to the Ministry of Foreign Affairs has emerged. The report was prepared by a four-member committee headed by Director General Audit Inspection Dr Ahmed Ali Sarohi.

PM Directs Establishment of Facilitation Desks for Petrol Subsidy Scheme

A review meeting on the progress of the PM Special Relief Scheme was held in Islamabad on Wednesday under the chairmanship of Prime Minister Shehbaz Sharif. The scheme is aimed at providing relief to low-income and middle-class segments amid an increase in petroleum product prices in view of the situation in the Gulf.

Under the scheme, fuel subsidies are being provided to owners of motorcycles, rickshaws and vehicles with engine capacity of up to 800cc.

The prime minister directed that facilitation desks be established to make it easier for citizens to obtain the subsidy. He said personnel at the desks should guide eligible citizens seeking relief under the scheme.

CDA Cancels Layout Plan for Bahria Town Phase III-E & IV

ISLAMABAD — The Capital Development Authority (CDA) has officially cancelled and withdrawn the layout plan (LOP) for “Bahria Town (Phase III-E & IV)” in Zone-5, Islamabad, with immediate effect. The decisive regulatory action follows a 15-year failure by the project sponsors, M/s Bahria Town (Pvt) Ltd (BTPL), to secure a formal No Objection Certificate (NOC) and comply with mandatory planning terms.

Background and Regulatory Breaches

Originally approved on December 8, 2010, across 2,999 kanals, the housing scheme proceeded with site development and plot sales without ever obtaining the required CDA NOC—a direct violation of the CDA Ordinance 1960 and the ICT (Zoning) Regulation, 1992.

According to the CDA, numerous grave violations were identified on-site, including unauthorized commercial buildings along Corniche Road, as well as encroachments and constructions on public amenity plots, parks, graveyards, and riverbeds. Previous show-cause notices and directives issued to vacate and restore public spaces were met with replies deemed factually incorrect and unacceptable by the authority.

Audit Findings and Legal Precedent

The crackdown also incorporates findings from the Directorate General of Federal Audit (Audit Para 3.4.65/2023-24), which flagged illegal commercial construction along Corniche Road. The Departmental Accounts Committee (DAC), chaired by the Secretary of the Ministry of Interior, subsequently ordered the removal of these illegal structures.

The CDA’s decision aligns with a September 26, 2019, Islamabad High Court judgment (Writ Petition No. 2766/2019) involving Bahria Town and the CDA. The court ruled that executing development activities under unapproved revised layout plans disentitles the petitioner from receiving relief under the court’s equitable jurisdiction.

Immediate Enforcement and Consequences

Invoking Clause-5 (II) of the ICT (Zoning) Regulation, 1992, the CDA withdrew the LOP, enacted an immediate suspension of building plan approvals for the scheme, and halted the processing of all other cases involving M/s BTPL due to its default status.

Copies of the cancellation order have been dispatched to key administrative and law enforcement bodies—including the Islamabad Deputy Commissioner, SSP, Director Enforcement (East), Director Building Control (South), utility providers (IESCO and SNGPL), the Press Information Department (PID), and the Securities and Exchange Commission of Pakistan (SECP)—to execute demolition actions, halt advertising, and enforce compliance across the board.

Free Fuel Supply to Government Vehicles Continues Despite Rising Fuel Prices

Despite the continued increase in petrol and diesel prices in Pakistan, government departments are still receiving free fuel for their vehicles, while the government has yet to announce measures to reduce official expenditures and introduce a new austerity policy.

According to government sources, the government is currently only considering ways to reduce official spending and has not yet announced any new measures.

In June, the federal government ended additional fuel-saving and austerity measures. The 50 percent cut in fuel provided to vehicles of government departments was withdrawn.

The closure of 60 percent of vehicles across government departments was also reversed. Similarly, the additional one-day weekly holiday was abolished, restoring a five-day working week instead of four days.

The deduction of two days’ salary from Grade 20 and above officers was also discontinued.

The decision to reduce expenditures by 20 percent across all government departments was withdrawn as well. Restrictions on foreign visits by federal and provincial ministers, advisers, special assistants and governors were also lifted.

The requirement for 50 percent of staff to work in government and private-sector institutions, except for essential services, was also ended.
