The federal government’s Toshakhana Act 2024 has been in force for nearly one and a half years, but the mandatory rules and regulations required for its implementation have yet to be formulated, according to the Audit Report for FY 2025-26.
The audit report states that framing rules and regulations for the effective implementation of the Toshakhana Act 2024 is a legal responsibility of the federal government. However, despite the passage of approximately 18 months since the law was enacted, the required rules have not been finalized.
According to the report, the absence of these rules has made it impossible to implement several provisions of the Act.
The report further states that the issue was formally highlighted on November 5, 2025, when the Cabinet Division was asked to provide an explanation. However, the relevant authorities have yet to submit any response.
Audit officials observed that the failure to frame the required rules is not only obstructing the effective enforcement of the law but is also undermining the objectives of the legislation approved by Parliament.

The audit has recommended that the government expedite the preparation of the rules and regulations under the Toshakhana Act 2024 and issue a formal notification without further delay.
The Toshakhana Act 2024 was enacted to establish a clear and effective mechanism for the registration, evaluation, disposal, and transparent management of official gifts received by public office holders.
