ECC Approves Rs6.6bn Grant for 30 Bulletproof Vehicles

Economic Coordination Committee (ECC) of the Cabinet has approved a technical supplementary grant of Rs6.6 billion for the purchase of 30 bulletproof vehicles to facilitate the transportation of heads of state during the Shanghai Cooperation Organisation (SCO) summit scheduled to be held in Pakistan in September 2027.

The ECC also approved the continuation of gas supply to Fatima Fertilizers and Agritech under the existing arrangements until September 30, 2026.

The ECC meeting was held in Islamabad on Monday under the chairmanship of Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb. The committee reviewed summaries submitted by various ministries and divisions.

Rs6.6bn Grant Approved for 30 Bulletproof Vehicles

The meeting considered a summary seeking a technical supplementary grant of Rs12.6 billion for the purchase of bulletproof vehicles for the transportation of heads of state during the SCO summit in Pakistan in September 2027.

After a detailed review of the proposals and extensive consultation, the ECC approved a technical supplementary grant of Rs6.6 billion for the purchase of 30 bulletproof vehicles.

The committee directed the Cabinet Division to submit a fresh summary if any additional requirement arises. It also directed that a comprehensive assessment be carried out for any additional demand and that the matter be placed before the ECC again, if required.

Summary on Minimum Indicative Tobacco Prices Deferred

The meeting also reviewed a summary submitted by the Ministry of National Food Security and Research regarding minimum indicative prices for the tobacco crop and revision of the cess rate for fiscal year 2027.

After a detailed discussion, the ECC observed that the proposal required further substantive justification. The committee deferred the agenda item and directed the ministry to resubmit the proposal along with a justifiable analysis.

Export of Donkey Meat and Hides from Gwadar Free Zone Approved

The committee also reviewed recommendations of a committee formed by the Ministry of National Food Security and Research to address issues related to the export of donkey meat and hides from the Gwadar Free Zone.

The ECC approved the recommendations along with all mandatory safety measures proposed by the relevant ministry.

Gas Supply to Fatima Fertilizers, Agritech Extended Until September 30

The meeting also approved a proposal from the Ministry of National Food Security and Research to continue gas supply to Fatima Fertilizers and Agritech under the existing arrangements until September 30, 2026.

Technical Supplementary Grant for Danish Schools Authority Fund Approved

The ECC also approved a summary submitted by the Ministry of Federal Education and Professional Training regarding a technical supplementary grant for the Danish Schools Authority Fund under the endowment framework.

The meeting also reviewed progress on the Pakistan Skills Impact Bond. The committee set September 30, 2026, as the deadline for the Ministry of Federal Education and Professional Training to provide an update on concrete progress regarding the extension of the Government of Pakistan’s guarantee period for the initiative.

Federal Ministers and Officials Attend Meeting

The meeting was attended by Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal, Federal Minister for National Food Security and Research Rana Tanveer Hussain, Federal Minister for Investment Qaiser Ahmed Sheikh, Federal Minister for Petroleum Ali Pervaiz Malik and Prime Minister’s Adviser on Industries and Production Haroon Akhtar Khan.

Officials from the relevant ministries, divisions and regulatory bodies, federal secretaries and senior officials also attended the meeting.
